What is the purpose of a domain controller? The primary responsibility of the DC is to authenticate and validate user access on the network. If your current DC is overloaded the you have no choice but if it is just for redundancy then I would suggest you look at a single DC with a replica on another machine. Best practice is to have at least two DCs.

I wouldn't bother with a 2nd DHCP server. It's SBS, so you can't have too many users. Just document it and it you have to install the role and configure it.
